The Akaballeth would certainly be a strong story line for any movie. It's basically a fully envisioned version of Atlantis.
In fact, the whole movie could be done completely stand alone, and the final scene would be the arrival of the ships in Middle-earth with the faithful aboard, and you could even have Elrond (Hugo Weaving) on hand to tie it all together.
All kinds of forshadowing of later events (of the movies) could be done. It's like a prequel for LOTR from the Numenorian perspective, instead of a hobbit perspective (The Hobbit)

Read the treatment, and it's way too pedantic for the average moviegoer. It would never work in that form. Long prologues are boring. The nine minute prologue at the beginning of Fellowship was a masterful piece of work. It gave just enough information to be useful
That treatment sounds more like a book than a movie. To do a movie about Numenor would't require a great deal of setup, that just clutters up the real story about the coming of Sauron and the corruption that followed.
The movie would need to be broken up into a trilogy, perhaps, just so people can absorb all the backstory slowly. LOTR was a great example of how to do it.

yes, another movie would be excellent..
as for people casting the valar? no, no... i could never see that happening.. i imagine that the valar would be digitally done, yes? based on real humans.. but not completely acted out by them...

Wow I just read that whole paper lol! I must say that the Prequel idea is brilliant! I would love to see the history of the characters mentioned.
