Why does Bilbo not have the visons (or what ever happens to Frodo) when he has the ring on, when frodo does? |

oh contraire..... they see him more clearly because he has the ring on.....the ringwraiths are drawn to the ring |

he does but the ring bids him to put it on....its like he has to resist the temptation...it is strong, for the ring wants to go back to it's master |

OHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHH......so basically Sauron forces with some strange power, though the ring, forces frodo to be revealed to the riders so they know who they are looking for |

Bilbo does not see the ringwraiths because they are not near him. He does not know of the rings power, and uses it occasionally, to avoid certain people. It is too complicated for me to explain here, but I would recommend reading about it (either in the books, or online) if you really want to understand.
