The Barrows dated back to the First Age when the three houses of men journeyed west to Beleriand. It was a burial ground, and later when Arnor and Cardolan were the kingdoms there, they were used as a burial ground again/still, and maybe even the Numenoreans themselves used them. When Arthedain was sacked by the Witch King of Angmar in Third Age 1974 I think it would have been the time the wights came forth from Angmar and occupied the tombs.
