Basically how can I take a short extract from a film and make it an animation?

Something like that: http://arwen-undomiel.com/fan/Iris_animation2.gif (for example)

What should I use?! Any clue?!^^

PS: I intend to make a banner with this process... I know I like headaches! :duh: lool!
