Like many people have already said, Éomer would have to be my favorite Rohirrim. He is loyal even when others have betrayed him, and when those that have betrayed him eventually turn to him for help he gladly obliges. The way in which he loves and protects his sister is also wonderful.

In the books I think Eomer was my favourite Rohirrim.
I really liked when Aragorn and Eomer fought with eachother at the Hornburg.
I liked Theoden more in the ROTK, because in this one he made some stuff I didn't like. Can't remember Eowyn that much in the books, the films is closer in my mind than the books.

Eomer and Eowyn are my favorite of the Rohirrim beyond compare. What a pair! By the time TTT starts, they are self-reliant, with only each other in truth. They are so strong and confident. Eowyn is rather chilly, but that's completely understandable, being practically locked up in Meduseld with a not-really-there Theoden and nasty Grima. At least Eomer had the freedom to ride.
They had a nice adventure (maybe nice isn't the right word...) going to Gondor, and were allowed to open up some (especially Eowyn... thank goodness for Faramir! )

Éomer, because he shows his character early on when he meets Aragorn, Gimli, & Legolas. He trusts his gut over what is commanded by law and gives the two horses over for their use. He later gets into trouble from the Grima-influenced King Theoden but at the time he could "feel" that it was the right thing to do for the good of Rohan.

I love Eowyn! She was so strong and brave!!! There was a real power about all three of them; Theoden, Eomir and Eowyn. Eomir was a wonderful character, as was Theoden. I love the Rohirim! And I love their way with horses!
