In GIMP? You open the picture you want to resize, then go to Image -- Scale image. Then you just type in the width and height, then hit ok.

Okay, I've got a banner, and I'm trying to select the eye's so I can exaggerate their color and leave everything else the same. However, intelligent scissors doesn't work for this. what do I use?
