Hi :)

I downloaded some brushes a while ago but they are all JPG's and I can't use them. I know how to make tubes in PSP but I'm not sure how I make brushes.

Well, with PSP 9, you make the image you want to be a brush and then click File>Export>Custom Brush.

Hmm..I don't seem to have that option on PSP7.

Open up an image in PSP, make sure it's less than 255x255 pixels and in grayscale format, select all (Ctrl+A), go to your brush menu, click the Brush Types icon, go to Custom, and click the Create button. Tada!
