Well, there are the expensive proggies, and the proggies that can be downloaded free from the net... Gimp is one of those, and it´s really awesome - it´s priceless literally.
The best progs you have to pay for are Photoshop [PS] and Paint Shop Pro [PSP].I´ve used both, they´re awesome. PSP is much cheaper than PS, but it has less stuff to play around with. PS is really expensive, yet I found it very easy, thanks to our awesome Oro!
Well, if you can afford it, buy photoshop, it rocks.

There's also another good FREE program that not a lot of people know about It's called Serif Photo Plus 6. I used to use it, and it's very nifty PS and PSP are still better, though (I have both), but if you can't afford them, I recommend Photo Plus You can find that here: http://freeserifsoftware.com
