I guess it could take entries throughout the Hallowfest, from the 23rd through the 31st, and (hopefully) start voting on Nov 1st. (Although life being what it is, people might need more time.)
As to themes... maybe there could be multiple contests? For instance:
-- Pumpkin carving
-- Spooky graphics
-- Autumn graphics
-- Scary short stories
These are just some suggestions off the top of my head, and I could set up some of them, too, if you need help.

That means there probably won't be any in-roleplay competitions like we did last year, because that would require for me to go through all the roleplaying pages (maybe I'll end up doing that anyways, I don't know) but it's possible I might need a secondary person to help me conduct things. They won't necessarily be in on anything, but if I need them to announce a death or some odd sort because I can't make it - that will be it.
What I need right now is for someone to design me the layout of the cruise, as I haven't the time to play around with that and I know I can't assume that you guys are as equally busy as I, but perhaps there's someone who would like the design the layout of the cruise for us so that we have a visual of the new setting.

It's such a shame that you have so many tests that week, and certainly no fun for you! (nassssty teachers... perhaps they're bitter because they weren't invited

) So if you need help I'd be glad to chip in, if I can, and make the Hallowfest just as fun and festive as ever.
