Well..there's several different methods. To explain it, I'd have to write up a tutorial, detailing the methods I use. If several people want that, I'll whip one up.

To start off, I'm going to be making a banner, 700x150.
http://i10.tinypic.com/2l8gq4o.jpg
First, I choose a picture. It can be anything, but for sake of blending 'ease', I'm going to be using the same picture two different ways. After opening the picture I chose, a promo of Jack Sparrow from AWE, I then pasted it into the banner, and positioned it like so.

Now, I take the same picture I just used, paste it into the graphic again, then I went to Layer >> Transform >> Rotate 90 Degrees CCW(counterclockwise).
http://i18.tinypic.com/2zri9ur.jpg
Simple so far, I know.
Next, I choose the eraser tool, a little pink square(shown below), and I chose the brush Circle Fuzzy(19).

You can choose any brush you wish, really, but for ease of blending, I prefer to use this brush. Now comes the fun part. Naturally, you take the eraser tool and erase the overlapping parts of the second picture you posted(shown completed below). Obviously, it takes quite a bit of practice to erase backgrounds without erasing actual parts of the picture.

And now, you can anchor your second picture down onto the banner(Layer >> Anchor Layer). Tada! There's your blending. Yes, it still looks a little..rough..but if necessary, you could blur the edge of Jack's hat a bit, to make it blend in even more. To do that, you select the teardrop shaped tool, and make sure it is set to blur before you even think of blending. From here, you could try and add other effects to your banner, such as textures, color layers, brushes, etc. And that's it! 'Finished' product shown below.

Hope this helps in some way..
