I figured that Saruman would not be able to create them, because he ain't got the Flame Imperishable. Unless there are female Orcs, or what Agent Jones suggested......

Maybe this was only in the movie, but Sauron said that Uruk-hai were a cross between orcs and goblins that lived in Moria.

Hmm, well orcs and goblins are the same thing, although maybe here you mean orcs from different places. Anyway, with reference to the books there is quite the debate concerning the Uruk-hai, which we now know means 'Orc-folk' in any case. Some think they have mannish blood...

... but I think they are great soldier-orcs, with Saruman's uruks being very specially trained to move at great speed, even under the Sun if need be. As for the interbreeding of Orcs and Men by Saruman, I think that resulted in the half-orcs -- of which there are orkish types, and more Mannish looking types (used as spies) -- rather than the Uruk-hai.
