I would go for a younger version of Legolas in the Hobbit movie.

Yeah and elves don't age fast, if they age at all. So, Legolas would probably just look the same.

I'm not sure if I understood that either. But Legolas is indeed prince of Mirkwood and his father is King Thranduil of Mirkwood. So, Legolas would not be king in The Hobbit, his father would.
Actually he is not even king in LotR, his father still is.

I think I understand what Outlaw wanted to say - that there's not Legolas in the book, but his father - the King

Hang on. I understand what you are saying. But we arnt saying that we should replace the king with beloved leggy. We are saying that we should have him stand next to the throne. The king would still be there. but leggy would be there to.
Ok what if OB played both lovely leggy AND his daddy. its posible. He could play the part of the king. But also stand next to the throne. And for the princess/queen. Its not a princess or queen. Its me playing leggy's GF!!!!!!!!!! AH!
Ok I think we should all fly down to NZ and film this movie! We can contact the actors, and weta! BAM! The first A-U movie! The Hobbit! Fitting dont you think? I will direct, Larael Greenleaf I will give you the part of queen. I will have a cameo as leggy's GF. Lets do it!

amen!!! lol, jk.
but remember, in the FotR prologue, Elrond didn't look any different, and that was in the second age...so I'm thinkin Legolas would be the same. IF he's in there at all.

Legolas wasn't mentioned at all in The Hobbit that I can remember, so if he was there, the story would be kind of off.
