^At the end, at the Grey Havens.
I know for sure that Elrond, Galadriel, Celeborn, and Bilbo were on the boat when Gandalf was saying good-bye. The man in the background is most likely Cirdan the Shipwright.
A lord of the Teleri in Middle-earth, Círdan was persuaded to remain in Beleriand with some of his people by Ossë when the other Teleri were taken into the West by Ulmo. Lord of the Falas during much of the First Age, he removed to the Isle of Balar after the Nirnaeth Arnoediad. At the end of the First Age, with the destruction of Beleriand, he moved eastwards and founded Mithlond, the Grey Havens, on the Gulf of Lhûn.
He remained in Lindon throughout the Second and Third Ages. Throughout the Second Age, that land was under the direct rule of High King Gil-galad. At the time of the fall of Eregion, Celebrimbor sent two of the Three Rings north to the High King, and Gil-galad in turn passed one of these to Círdan; Narya, the Ring of Fire. At the end of the Second Age, Gil-galad fell in the War of the Last Alliance, leaving Lindon without a ruler. His natural heir would have been Elrond, who had long since removed to Imladris, and so Círdan took on the leadership of the Elves west of the Blue Mountains.
Círdan continued to maintain the havens at Mithlond throughout the Third Age and into the Fourth. When the Wizards arrived in Middle-earth, he perceived that Gandalf was the wisest of them, and gave him the Red Ring to bear in secret. He took an active part in the events of the Third Age, too; it was his mariners, for example, who sought to rescue Arvedui the last King of Arthedain. He was still the master of the Grey Havens at the end of the Age, when he saw the Ring-bearers' White Ship, that he had held in preparation over the long years, pass into the West.

Yes, it's Cirdan!
In the beginning of the first movie, there is a scene showing the three elves who received the Three Rings (while Galadriel is telling the story) and the actor who plays Cirdan in that scene is the same actor in the Grey Havens scene.

Ummm... I don't think I see a person on the boat. Acually, the boat is CG so it's reaally impossible for someone to be on it. That's why when ever the three elves-Galadriel, Elrond, and Celeborn- go on the boat, you don't see them anymore. And Where does Bilbo go? Though, i think Pete wanted us to think there was a poop deck or something. <.<

I never noticed there was anyone else on the ship until you brought it up. The first time I watched the end, I cried! LOL! It was so sad and emotional. I want to know what happens to Legolas, though.

Well,Legolas stayed with Gimli in Middle Eath until Aragorn's death and then they(Legolas and Gimli)sailed over the Sea to the undying Lands.

Hey! Please don't forget Sam! He also sailed to Undying Lands later! But I wondered if the Brown and 2 Blue Wizards returned to there or just left in Middle Earth.

I think that they were lost somewhere in the South of Middle-earth, and never returned to Valinor.
Aragorn died in 120 FA, he was a king till his death [sp.?!], Merry was Lord of Buckland [something like this...], Pip became the Thain, and they died around 60 FA. Of non-Fellowship guys, Éowyn & Faramir married and had at least one son [Elboron], Celeborn stayed in ME [but I guess he probably went to Valinor later], galadriel & co. sailed to West... Forgot anyone?
