Girls who aren't wearing enough clothing annoy me. I don't want to think like that...but it's much harder not to if you wear certain types of clothing.
Just make sure your clothing meets at your waist, your neckline has some idea where your neck actually is, your pants/skirt/dress are long enough that I don't feel a need to turn away when you pick something up off the ground, and your clothes aren't too tight.
Make-up-wise, if I don't notice you're wearing any, then I approve.  I don't understand eyeshadow/eyeliner. Lipstick that's very bright frightens me.

Wearing über minies (those that barely cover your underwear and sometimes not even that) sucks. Sorry - I don´t mind it if it´s 40° outside, and a girl has awesome stature - but as my school is filled with girls looking awful in mini skirts and still loving to wear them just cause it's liek ommg fancy1, that makes me hate ´em. Both girls and skirts, that is...
Oh yeah, and I never wear anything shorter than stuff that covers my knees... self-paranoid, ya know

Mini skirts scare me, lol, and i can't imagine my father's face if I ever DID try to wear one (much less my older brothers)

Apparently I have a shorter torso, so all of those cute tanks aren't aloud on me.  I was really ticked at my mom for a while...
She would freak if I even thought about buying a miniskirt.
Even though the look you were talking about, Scarlett, is only a few seconds, it's giving him/her the message that you're interested in their body, not what their personality might be like.

Personally I really don't care what a girl is wearing (As long as it is ok and it isn't too revealing). I just care about the girl's intelligence, personality, and face.  As for me, I wear T-shirt or polo shirts and shorts. Yes even during the winter, my mother and grandmother are worried half to death that I might catch a cold and for some reason, I never do. Then again, I get really harsh coughs.....
