Well actually THAT episode explains how it's created. And then...WELL. Torchwood is revealed at the END of DW Season 2. (A bit spoilery...sorry) Hence why you need to watch Torchwood AFTER season 2 and before season 3. Wow. I'm just confusing myself here...what was I talking about?

OH yeah...Torchwood. Uhhhh....catching aliens in Cardiff, Wales with Captain Jack? Pretty much sums it all up. XD
