As far as I know, you can ask to join an RPG in progress, but it's up to the person to say whether you can join or not.
Does anyone want to discuss the Fellowship RPG further??

Ithilwen walked around, bored, in Mirkwood. There was nothing to do! Maybe.. just maybe she could sneak out and have some adventure? An idea popped into her head. Maybe she could disguise herself as one of the male elves! Then she could sneak out with a hunting party or something with her brother, Legolas.

Boring was an understatement. Life was unbearable for Nostariel. She stood in the forests of Lothlorien and spied on her parents. They seemed preoccupied enough, and she wondered if maybe, just maybe she could get away with sneaking away.
