For me, it was going online and first searching for a table which shows the Tengwar and their corresponding consonants/consonant clusters, then lookng for some Tengwar texts and their Latin alphabet versions, and comparing them to see how the runes are used in writing.
The appendix at the back of RotK actually has the full list of Tengwar and their sounds, so you might want to take a look at that.
And also, if like you said you aim to take notes in Tengwar, then you might want to know that different languages (eg. English, Sindarin, Quenya, Spanish, Black Speech... etc) have adapted the Tengwar slightly differently to suit their language, so the same Tengwa can have different values depending on what language you're writing in
