So in the book at least, they definitely both have dark hair RotK chapter two.
Furthermore, they were not in council in the book because they "were out upon errantry:for they rode often far afield with the Rangers of the North." However, I would not be surprised if pj put them into council in one of his little failed efforts to make the book purists feel better (e.g. saying Aragorn's age in TTT but being a year off ).
It would make sense to put them in the coronation scene, but I'm pretty sure that blond elf is either Glorfindel or Gildor. I'd like it to be Glorfindel because I love him, and I was really upset when Arwen stole his horse, but that's just me

Yes, they are supposed to have dark hair. Where were they supposed to be seen in Return of the King? I guess Indidn't know they were supposed to be in the movies at all.

Well you definitely see them in the Fellowship Of The Ring at the council of Elrond They are seated beside Elrond. As far as The Return Of The King someone thought that the two blonde elves standing by Elrond when Arwen reveals herself to Aragorn was them but that's pretty unlikely. Like someone else said one of the blonde ones could have been a nod to Glorfindel.

The two in ROTK I would have to agree must be different elves. I do know for certian they were supposed to have dark hair. A nod to Glorfindel would be kind of cool.

That's cool. I like it when they do stuff like that. I know in LOtR Online you do quests for Eladin (sp?) I think you meet Elrohir as well but can't remember for sure.
