Linariel, there are so many graphics programs...
I would suggest, for you, Microsoft Picture It! It's not great, but should work.

I used to make banners with that program. and they were not so bad! if you need anyone help with that program feel free to ask me a question!

I've heard good things about GIMP too, and I've seen what it could do, but it's harder to find things such as brushes and tutorials for that program.

well, ones that aren't free are Paint Shop Pro and Photoshop. You'd probably just have to get an older version

Evenstar: Really?? An older version is all you need and I've seen that for around 25 dollars on Amazon.com...
And anyway, a web friend of mine uses the GIMP and her stuff is awesome!! She even made brushes for other GIMP uses and posted them on her site! As for me, I was using paint shop pro studio and then jumped up to PSP X! I love it!

GIMP is brillinat! I use it. It isn't that hard to look for brushes and stuff, so if you ever to download it, feel free to ask me any questions

just to make you all feel real good I got Photoshop and Paint shop pro for free...haha I win..whats my prize..LOL
Now for your question those are my fav's so far but to tell the truth i never tried Gimp
