Okay yes, Percy's a git. Half of the people from the ministry are GITS. It's a factory of GITS. But we've known Percy since the first book, we know his character, and we know his ambitions. So he's not exactly knight in shining armor. He's not exactly in tune with believing Dumbledore.
He's a man of order. We've known this since book 1. Prefect. Head Boy. Crouch's Assistant. He likes order. The Ministry of Magic is the epitome of ORDER.
Fourth year comes around.
Death Eater symbol/incident at the Quidditch World Cup. They sustained as much order as they could.
Harry comes back from going into the maze for the Triwizard Cup, with a dead Cedric Diggory. No one knows what happened. Harry says Voldemort's back. Of course, this means Ministry of Magic's order will be challenged. The return of Death Eaters. More chaos. Thus the Ministry of Magic will have to be more strict.
It all comes down to Order. Barty Courch Jr. is murdered --- making Percy go to Fudge. Fudge's way of sustaining order is...well --- y'know, make everyone who believes Dumbledore and Harry to be loonies that should be in St. Mungos. Ever since first Percy's thought Dumbledore was a little loony, from the passage....

"Mad?" said Percy airily. "He's a genius! Best wizard in the world! But he is a bit mad, yes. Potatoes, Harry?"
Percy still has admiration for Dumbledore --- being he is the greatest wizard of the time, but he does disagree with some of Dumbeldore's ways.

Harry laughed, but he was one of the few who did.
"He's not serious?" he muttered to Percy.
"Must be," said Percy, frowning at Dumbledore. "It's odd, because he usually gives us a reason why we're not allowed to go somewhere -- the forest's full of dangerous beasts, everyone knows that. I do think he might have told us prefects, at least."
Dumbledore didn't tell them why they should keep off the third-floor corridor. And I'm sure Percy would definitely like a reason so as to have a standing reason to punish/catch those curious and snooping students who do decide to go up there. Without a reason why, students are more adept to being smart and trying to rebuke Percy's reprimands about it -- which would frustrate loads of people not alone Percy.
Well, anyways --- back Percy, the git.
He goes along with Fudge's plan --- it's a good idea. It'll sustain order and keep everyone under control and stopping them from panicking. What's it at the risk of two dozen people who will be shunned because of who they believe? Percy thinks for the well-being of the entire wizarding community and not just Harry and his posse. Sure, Harry and his posse are right, but this is Percy we're talking about.
I can relate alot of Percy. I wan't to successful, and I definitely like order so as to keep everything under control. Of course, I'm not as extreme as Percy.
Turning his back on his family. He didn't do it entirely. He sent Ron letters. Trying to persuade him. I'm sure he wrote to the others as well --- they just didn't want to follow him and the ignorance of the Ministry.
There's bound to be those obstacles --- those black and white moments. And Percy's in that shade of gray. He wants to be successful and his involvement with the ministry is the only way to get him there, but he can't fullfill his dream if he goes off and believes Dumbledore because of Fudge. And Percy sending the sweater back -- well, he's working at the ministry, sweater = connection with his family. Fudge wouldn't've been impressed.
Percy'll redeem himself. I believe so anyways.
