"Sticky" basically means a pinned topic. This topic goes at the top of the threads in the board it is in and can't be pushed down except by othre stickies.

To add a bit: the idea behind stickying some topics and not others is so that there's always quick and easy access to certain ones. Another reason a topic might be stickied to to try and grab people's attention.
