No, ther were many TARDIS. (Hmm... Whats the plural?) The doctor just stole one, when he wasnted to escaoe Galifrey. And there are other things that do the same, the cybermen and Daleks both have things that can travel through time, which they've used for their many attacks on earth.

Most probably it is "You are not alone..."
Though it could be:
