The thing is...a creature might be working for a bad person/thing (e.g Saruman or Sauron) but they really arent bad. Look at the Trolls, hey arent bad just working for a bad cause, same goes for Dragons, if Melkor hadnt made them and one of the Maia or other Valar did, they would robably be good.
