Does anyone know how to do this streaky light affect, like in this
blend here?:

I don't know if anyone here uses Gimp-that's what I use.
If you don't just tell me how you do it in your program.
Painting programs tend to be similar in their methods.
Thanks.

I think that one from Loleia's site just
tells you how to blur.
I have seen Arwen's tutorial, but I couldn't get
the affect to look quite the blend of Aragorn^
Thanks though Gilly.

It looks to me like the guy who made it duplicated his
pic and then motion blurred it. He told me he used motion blur, but he wouldn't tell me anything else.
He said it would be "stealing" his affect. Nonsense...
it's not like he created the affect.
So I just need the other details after that.
'Cause yeah, the streaks are spaced really nicely.
I just wish I knew how to do it!

I don't know what you'd do after using motion blur, except maybe Unsharp Mask, like in Loelia's tutorial...
Whoever made that blend might have used a Diffuse Glow before blurring it. *shrugs*
I can't help much more than that, sorry!

I've already told you my way of doing it, but it's not exactly the same as this effect.
But I hate people like that. They didn't come up with that idea, the idea came from the program maker. Anyway, it's fun to help other people with their graphics Look at Loleia, she makes amazing graphics and she posts tutorials etc. to help other people out. Just a example

I know. Tutorials are much appreciated. I know they can take some time to make.

Oh... I got curious about this and tried it on a Legolas Blend...
That's my result:
It does not exactly look like the example, but it's near, isn't it?
If anyone is interested, that's how I did it (beware of grammar mistakes...)
I took my picture and duplicated the layer. On the duplicated one I used Motion Blur (45° and the highest Distance [I used 999 px]). After that you can set the layer to that what looks the best, I think I used linear Light or something like that in this one. Now you can play around with textures till you're satisfied.
I hope this helped a bit ^^
