Phoebe can tap into anyones powers because powers are tied with emotions right, and since phoebe can feel others emotions she can also tap into they're powers. if an evil demon where to kill Phoebe with fireballs he would have to think of the darkest of feelings this would render a fire ball. so if Phoebe would feel what he does she could controll the fireball and send it back to him.
