I´d rather say lots of textures xD A couple of brushes also added and faded text (apply layer mask to text layer, then gradient it)

yeah the dots are brushes, thats for sure

The dots, diagonal lines on the right, and most likely the text on the left are all brushes, and maybe some of the designs in the middle, too. The grainy/glow-y/paleness is a difuse glow, and the coloring is probably a texture. Whoever made it might have used an Accented Edges filter on the pics, as well.

At least, that's what it looks like to me... I'm probably wrong
