(Your plot reminds me of a lot of dyspotian books)
I'll join as a Population Police. Could we have it where there was a Third World War which devasated the planet, leaving only a country left (Swizterland?), along with some deserted places. The remaining leaders formed a totalariean government and controls everything in that country. That could be where the setting is.
